IF IT WAS CHEAP IT WOULD BE SOLD AT GARAGE SALES. IF YOU WANT A GOOD PC GO TO THE DELL SITE OR FOLLOW LINK BELOW. I HAVE SIX DELLS WORKING FOR SEVEN YEARS IN MY OFFICE AND THEY HAVE NEVER HAD HARDWARE PROBLEMS.
Yes DELL does sell it’s refurbished PCs for very cheap! Plus you can get a nice NEW Lap Top for under 600 dollars!

I would search Google for "used laptops" or "refurbished laptops" and check out the first 2-3 companies that come up. For new search google for "cheap laptops" or "discount laptops".
I would carefully consider that the lowest price might not be the best laptop for you to purchase. Decide what you intend on using the laptop for. If it is e-mail, browsing the web, chat and word processing, then an old Pentium 2 would work fine for $200 to $300. If you only use it once in a while for a few hours hear or there then an old Pentium 2 would work fine. These older laptops often don’t have working batteries. If you always use it plugged in it won’t matter. However, at the other extreme if you are a gamer then you need a very fast CPU, lots of RAM and a laptop with a graphics chip. If you are in the middle and use it 2-3 hours a day then you might want a Pentium 3, if you buy used and a decent sized display, 14.1" or larger and a decent sized hard drive. If music and photos are important a large hard drive matters. Finally, decide how much you really can afford to spend and how long you will be keeping the laptop. If 4-5 years and you are spending $500 then that averages a cost of $100 a year.
