Whichever country you are a citizen of.
The international warranty that you’ll get with the laptop will only cover a citizen of the country in which it is bought while outside that country so if you buy a laptop from a country you’re not a citizen of and it breaks after you bring it home you’ll either have to pay for the repair (since it won’t be under warranty) or pay to ship it back to the country you bought it from for a warranty repair.
You’ll also probably need a plug converter to be able to plug new laptop in (plug converters don’t cost much) and depending on the laws in your country it might be technically illegal to connect a laptop bought in another country to your countries phone network (but no one ever notices or gets fined over it) but those are trivial matters compared with the lack of warranty coverage (laptops tend to be very expensive to fix out of warranty)
The OS and installed software pretty much everywhere have support for English so I don’t see that being an issue.
All it would take to completely wipe out any cost saving from importing a laptop yourself would be a single failure (and the repair bill or cost to ship it back to where you bought it from for repair and then back to you) so it probably isn’t worth it.
Saudi Arabia. You can get a new one at around $450.
Supports multi language including English.
2 years warranty covered and included.
All brand-new.
Only problem though is how you’re gonna get into the country…
