Apple gives a good discount for students.. If you're gonna buy a new mac notebook though the least you'll spend is probably 999, and that's the bare bones macbook.. For graphic design.. A field where image quality is ultra important.. You'll be using all kinds of things like Illustrator and Photoshop.. You'd need a Macbook Pro since it has it's own graphics card, a superior display, and enough "juice" out the box to push those types of applications(which are cpu hogs).. the regular macbook and the Air's graphics are integrated into the CPU from my understanding, and the display is terrible.. The definition isn't very great.. You should try to get one used or through www.macmall.com.. On the other hand, your college will have computer labs adequate to complete your course work. Maybe all you really need is a jump drive. I suggest going to the student services center at the school you plan to attend and ask for help investigating scholarship options.
